How do I make animated emoticons like the ones on DeviantArt?

I have Artweaver, but that's pretty much it. I'm not sure what to do.|||Hmm.. I would look up on youtube so they can show you how to do it. I learned how to draw my animations by Youtube. I think you should try that. :)
